You are the "manufacturer" of packaging you only buy
Anyone who sells under their own name or brand is the manufacturer under Art. 21 PPWR – with the duty to keep an EU declaration of conformity (Art. 39, Annex VIII) and technical documentation (Art. 38, Annex VII) for every packaging unit, even though the data sits with the packaging supplier.
